State deposit insurer Philippine Deposit Insurance Corporation (PDIC) has released the proposed revisions to Regulatory Issuance (RI) No. 2011-03 on Rules Governing Requests for Reconsideration of Denied Deposit Insurance Claims (“Revised RI”), to proactively gather feedback from banks, depositors, and other stakeholders.
The proposed revisions are designed to provide clearer, more consistent, and transparent guidelines for depositors whose deposit insurance claims have been denied, ensuring that the process of seeking reconsideration is both fair and efficient.
Among the key enhancements are the expanded coverage of the RI to address a wider range of cases; refined procedures for the filing of requests for reconsideration (RFR) to make the process more accessible and user-friendly; defined timelines within which requests must be resolved, ensuring prompt action on claims; and a standardized RFR form, aligned with data privacy laws to protect sensitive depositor information.
The draft Revised RI is now available on the PDIC website, https://www.pdic.gov.ph/news-103046. Stakeholders are encouraged to submit their comments and suggestions through email at rfr@pdic.gov.ph on or before October 15, 2025.
In line with PDIC’s commitment to transparency and inclusivity, it conducts public consultations to ensure that the revised guidelines are responsive to stakeholders’ needs and feedback. Once finalized, the revised RI will be officially published and disseminated to the depositing public, for their information and guidance, in case they encounter denied claims for deposit insurance.
